We have traveled a lot with our kids, mainly airplane travel, and Post-it Flags are by far the best thing I can recommend to keep a baby or toddler occupied for long periods of time. If they’ve mastered their pincher grip they will have a blast pulling the flags out one by one. Decorate the plane with them or pretend you’re an Indian by lining several up on your forehead. Get creative and these can be a lot of fun. My 3 year old even likes a pack of her own.
